One is for a breather that goes to the aircleaner, the other is an oil filler which is capped with a vented cover. Which seems designed to let air in. A PCV system actually clears combustion gas blowby from the engine, whereas breathers will only allow positive pressure to escape. These gases will combine with moisture in the air and oil to create acids and sludge.

The PCV system sucks fresh air through the breather, out the PCV valve and back into the intake. The breathers in that link would work, but are designed to have a hose run up to the air filter (you want the air filtered into the breather some how to prevent it from sucking bugs/debris into the valve cover).
