It should certainly take two arguments. EDIT: Oh I missed where you pasted your openCV version. I suspect because you're using version 3 that it takes 1 argument rather than 2 in opencv4 but I could be wrong. Check if that's the case. I highly recommend using OpenCV4 btw.
